GENERAL TRACK RULES
14+ DRIVERS
The intent of the lowering the driving age to 14 years of age is to
encourage family participation in motor sport racing and provide younger
drivers the opportunity to hone driving and mechanical skills in a controlled
environment that promotes safety and good conduct.
These rules apply to drivers aged 14 to 16 years who don't possess a
valid BC Driver's Licence or a class 7 "L" licence. Drivers possessing
a class 7 "N", or higher (6 through 1), or are 19 years of age or older,
are excluded from these special rules, and are required to participate
under the regular TSCA rule system.
14+ drivers are restricted to driving in the Mini Stock class only and
must be a current registered member of the TSCA. PRIOR to being accepted
as a driver under the 14+ rules, the following must be done:
Forms (provided by TSCA) which include the following information must
be signed by both parents/legal guardian and handed in to the Executive.
Permission waivers (required by the insurance company).
Emergency contact information.
If the parents/guardians are not present in the pits during race events,
they must provide the names of two adult TSCA members whom they designate
as being responsible for their minor child during track events. At least
one of these members must be present in the pits during a race event
in order for the 14+ driver to participate.
The driver will be required to demonstrate his/her ability to safely
operate their race vehicle by completing a minimum of 40 practice laps
at the Terrace Speedway under the supervision of at least two TSCA Executive
members that are not related to the driver. They can be completed in
more than one session and should be performed on practice days (refer
to Hotlapping Times). The TSCA Executive reserves the right to request
additional practice laps before granting permission to race. When satisfied
with the driving ability of the applicant, the supervising Executive
members will sign their permission that the applicant may now participate
as a driver.
14+ drivers are required to obey all rules outlined in
the current TSCA rulebook and additionally are subject to the following
rules, which supersede any related regular rules:
b1. They must start their first three race
days at the back of the race line-up. They may optionally start at the
back for an additional three race days

can apply to the TSCA Executive for additional race days, if needed).
The Executive or Flagman may at anybtime
direct a 14+ driver to start at the back of

race line-up. Failure to comply will result in a suspension for the
remainder of the race day and a TSCA Executive review of driving privileges.
If a race day is

out or otherwise cancelled before the driver has the opportunity to
complete two races that day, it will not be counted toward the above.
b2. 14+ drivers are subject to a modification
of the "Black Flag" rules as follows:

a) A rolled-up black flag is same for 14+ as regular driver (a warning).

b) An open black flag is given for unsportsmanlike behaviour or unsafe
operation of the race vehicle. A 14+ driver receiving an open black
flag is to quit the race and

the track into the pits, and is disqualified from any further races
until the TSCA Executive or track officials have reviewed the situation
and grant permission

the 14+ driver to rejoin. The TSCA Executive will attempt, but is under
no obligation, to provide an immediate response to such a situation.
b3. Drivers 16 & UNDER must not turn 17
by the last race points day in order to win that trophy. It will be
based on the most points for the season.
PROTESTS AND TEARDOWNS
b1. In order for a driver to protest
another car, he/she must have raced at least 50% of the race season
prior to the day of the protestbin the
car he/she raced that day.
b2. Any driver racing that day may protest
against another car in their class, also racing that day, which he/she
believes may be running illegally.
b3. Protests must be completed and handed
to a Track Official within 30 minutes of the completion of the day's
last race.
b4. Protest forms will be available at
the pit board.
b5. Results of a protest will be made known
at the next general meeting.
b6.The protested car will be impounded
after the race day so a teardown may be done.
b7. Teardowns will be done at a mutually
agreed-upon location.
b8. Teardowns must be attended by one owner
or designated person from the protested car, the protester, and the
Tech Crew. No others are allowed.
b9. There will be a protest fee of $100
which will be held by a Track Official until the completion of the teardown.
If the car is found legal, the $100 fee goes to the

owner. If the car is found to be illegal, the $100 fee is returned to
the protester. A sealed engine may be protested. However if any seal
is to be broken, the

fee will be $300 with the same conditions as above. If a sealed engine
is found to be legal the protester will pay the $25 resealing fee as
well.
10. The protester must specify whether he/she is protesting the car's
engine or the rest of the car. The $100 fee is for either the engine
or the rest of the car,

not for both.
11. If the car is found to be illegal, all drivers of that car will
lose all points and trophies earned on that race day. If the same car
is found to be illegal a second time

that season, the drivers will lose all their points for the entire season
and will disqualified from running for any year-end or other major trophies.
12. A protested car's driver has 15 minutes from the time the protest
is brought to his/her attention to counter-protest the protester's car.
13. Cars torn down will be inspected thoroughly, however if something
is overlooked or not caught during a teardown, do not assume that everything
is necessarily legal.

a car is torn down a second time, the results of the first teardown
will have no bearing on the second.
14. Cars breaking the track record will be automatically torn down by
the Tech Crew and engine seals will be checked.
15. FUEL PROTEST:
bbbA driver racing that day can protest
the fuel of another car in the same class. There will be a $50 protest
fee, $15 of which is to cover the cost of testing

and equipment. The other $35 is for the teardown. If the fuel is found
to be legal, the protested car gets the $35. If the fuel is found to
be illegal,

protester gets the $35. Penalties are the same as any other protest.
